GIPAN exists to make public policy easier to understand and more useful at grassroots level, across languages and communities.
Our mission
The Grassroots Information and Policy Awareness Network helps everyday Nigerians access clear, source-linked information about public policies, programmes and decisions that can affect their lives.
We are building a practical public-information layer between official documents and the people who need to understand them. GIPAN is nonpartisan: the purpose is not to campaign for a party or personality, but to help people see what a policy says, who it affects and where to verify it.
Why grassroots information matters
Policy information often arrives through long documents, technical language or channels that are difficult to discover. GIPAN reorganises that information around everyday questions and local relevance, while preserving a path back to the primary source.
What guides the network
Four principles shape the launch product and editorial process.
Source-led
Primary and official sources come first. Every substantive policy explainer should make the source visible.
People-centred
We organise information around what people need to understand rather than around government bureaucracy.
Nonpartisan
GIPAN does not use policy explainers to promote parties, candidates or political personalities.
Multilingual
English, Hausa, YorĂčbĂĄ and Igbo form the initial language framework, with room to expand responsibly.
A national network with local listening.
GIPANâs long-term model combines verified public information with feedback from communities, educators, civil society and grassroots contributors.
